Both the Navy and the Army also actively hunted Japanese Admiral Isoroku Yamamoto, mastermind behind the Pearl Harbor attack plan. The USAAF shot down Yamamoto's plane in April, 1943--16 months into the war-- killing the admiral in the process.

Pentagon orders GIs to give "good-news" interviews while home on leave

They call it, "Operation Homefront." Shouldn't it have been "Homeland Front?"

Good soldiers follow orders and hundreds of American military men and women returned to the United States on holiday leave this month with orders to sell the Iraq war to a skeptical public.

The program, coordinated through a Pentagon operation dubbed “Operation Homefront,” ordered military personnel to give interviews to their hometown newspapers, television stations and other media outlets and praise the American war effort in Iraq.

Initial reports back to the Pentagon deem the operation a success with dozens of front page stories in daily and weekly newspapers around the country along with upbeat reports on local television stations.

“We've learned as a military how to do this better,” Captain David Diaz, a military reservist, told his hometown paper, The Roanoke (VA) Times. “My worry is that we have the right military strategy and political strategies now but the patience of the American public is wearing thin.”

The Marine Corps is paying $100,000 apiece for a revamped military jeep that some critics call a rip-off of taxpayers, according to a news report Thursday.

The Marines budgeted to buy more than 400 vehicles, called Growlers, under a contract that could total $296 million including ammunition, USA Today said, citing Pentagon records.

Built by Ocala, Fla.-based American Growler, the Growler is made partly from salvaged M151 jeep parts and is available in several versions.

Four years ago, the Dominican Republic paid $33,000 for a version of the Growler, the paper said citing U.S. Export-Import Bank records.

A commercial version of the jeep costs just $7,500.

The Marines and the contractor, General Dynamics, said the vehicle has been thoroughly revised with modern automotive parts and adapted to fit on the hybrid airplane-helicopter V-22 Osprey, according to the paper.

"Yes, it did start off with jeep technology, and it does look like a jeep in a lot of ways," John Garner, the Marines project manager, told the paper. But he says it's now "state of the art."

The Marines' version has considerable upgrades from the commercial and Dominican models, the Corps and contractor said, including a turbo-diesel engine, disc brakes and other systems adapted from modern vehicles.

But some critics charge that the unarmored vehicle makes no sense for today's missions, the paper said.

Under current military safety rules, the Growler would be barred from service in Iraq except as a utility vehicle that doesn't leave the security of a base, according to the report.

"In a time of war, we should not be wasting money on a junker which will not protect our troops," Danielle Brian, executive director of the Project on Government Oversight, a non-profit group that monitors Pentagon contracts, told the paper.

The Growler is expected to be deployed with the V-22 in 2007, the paper said.

More than four years after the attacks of September 11, 2001, many U.S. adults still believe some of the justifications for the invasion of Iraq, which have now been discredited, according to a new Harris Poll. For example:

-- Forty-one percent (41%) of U.S. adults believe that Saddam Hussein had "strong links to Al Qaeda."

-- Twenty-two percent (22%) of adults believe that Saddam Hussein "helped plan and support the hijackers who attacked the United States on September 11."

-- Twenty-six percent (26%) of adults believe that Iraq "had weapons of mass destruction when the U.S. invaded."

-- Twenty-four percent (24%) of all adults believe that "several of the hijackers who attacked the United States on September 11 were Iraqis."

Some Americans are still teachable.

However, all of these beliefs and others have declined sharply since the questions were asked in February 2005. For example:

-- Those who think Saddam Hussein had strong links to Al Qaeda have fallen from 64 to 41 percent.

-- Those who believe that Iraq was a serious threat to U.S. security are down from 61 to 48 percent.

-- Those who think Saddam Hussein helped plan 9/11 are down from 47 to 22 percent.

-- Those who think Iraq had weapons of mass destruction are down from 36 to 26 percent.

-- Those who think Iraqi hijackers attacked the United States on 9/11 have fallen from 44 to 24 percent.

WASHINGTON - The Army can’t account for $68 million in parts and tools shipped to contractors for repairs in 2004 because it doesn’t demand receipts, congressional auditors said Wednesday.

“Although the (Defense Department) policy requires the military services to confirm receipt of all assets shipped to contractors, the Army is not consistently recording shipment receipts in its inventory management systems,” the Government Accountability Office said in a 34-page report.

In earlier audits, the GAO found a similar lack of basic accounting oversight with Navy and Air Force parts and tool shipments.

Each year, the Army ships thousands of items, ranging from small tools to turbine engines, to private contractors for repair, alterations or modifications. Looking at data from two inventory control points, the GAO investigators said 15 percent — or $68 million — of the unclassified shipments they analyzed “could not be confirmed as being received.”

The GAO said another $481.7 million in unclassified items shipped for repair — about 42 percent — couldn’t be reconciled with shipping records. Discrepancies also were found in records for 37 percent, or about $8.1 million in shipments, of classified parts and tools.

The report concludes that gaps remain in federal efforts to secure an array of areas, including ports, borders and chemical plants. There also are still delays in the department's sharing terror alerts and other intelligence with state and local officials, the review said.

Compiled for 13 Democrats on the House Homeland Security Committee, the report analyzes public statements and congressional testimony on Bush administration security goals since 2002.

Responding, Homeland Security spokesman Russ Knocke said the department is prioritizing resources and programs based on "today's greatest threats."

Halliburton, other lobbyists stall Pentagon ban on human trafficking

Three years after a 2002 Presidential Directive demanding an end to trafficking in humans for forced labor and prostitution by U.S. contractors, the Pentagon is still yet to actually bar the practice, The Chicago Tribune reports. Congress approved a similar ban one year later, which was reauthorized by the Senate just last week.

The President and Congress have demanded that government (agencies) include anti-trafficking provisions (covering forced labor and prostitution) in all overseas company contracts. It also extended the ban to subcontractors.

According to the Tribune, the concerns of five lobbying groups - including representatives of Halliburton subsidiary KBR and DynCorp - are stalling Pentagon action. These companies are specifically targeting provisions requiring companies to monitor their overseas contractors for violations. Both KBR and DynCorp have been linked to human trafficking cases in the past.

The original Bush order came on the heels of revelations that DynCorp employees had purchased women and girls as sex slaves during the 1990s U.S. military presence in Bosnia. The company responded by firing eight employees over the incidents, as well as involvement in illegal arms sales.

Congress authorized $5.1 billion earlier this year for the Low Income Home Energy Assistance Program, known as LIHEAP, which provides grants to needy residents to ease heating and cooling costs. But in last-minute deals to complete spending bills in the waning hours of the Senate's 2005 session, the program was slashed to $2.16 billion for the 2006 fiscal year that began in October -- $20 million less than the amount allocated for the 2005 fiscal year and far less than the minimum $4.5 billion energy assistance officials say they need to keep poor families warm this winter.
