Dec. 23 /U.S. Newswire/ -- Patricia Kutteles, mother of slain Army Private First Class Barry Winchell, issued a statement today in response to reports that Private Kyle Lawson, 19, was attacked by a fellow service member at Fort Huachuca, Arizona, after fellow soldiers learned Lawson is gay. In 1999, Kutteles' son was brutally murdered at Fort Campbell, Ky., following months of pervasive harassment, which went unchecked by the base's command.

"My husband Wally and I are outraged to learn that yet another Army Private has been the target of harassment and violence at the hands of a fellow soldier. In 2000, following Barry's murder, the Pentagon announced it would take concrete steps to curb anti-gay harassment in our military and to hold accountable those who harass and condone harassment. Nearly six years later, Pentagon leaders have failed to keep their promise. The time has come for them to do just that, or for Congress to hold them accountable if they do not.

"The attack on Private Lawson is inexcusable, as is the Pentagon's failure to train its personnel, hold attackers accountable and treat every service member with the dignity and respect they deserve. According to Sunday's Arizona Daily Star, officials at Fort Huachuca have refused to prosecute the attack on Private Lawson as a felony assault, as recommended by local police. Instead, they appear to have revoked the attacker's weekend pass and asked Private Lawson to sleep on a cot in his drill sergeant's office. Words cannot express how upset we are to learn that no appropriate punishment has been ordered in this case.

Tehran, Iran, Dec. 23 – The editorial of Iran’s leading hard-line daily hailed the outcome of Iraq’s parliamentary elections as “the creation of the first Islamist state in the Arab world”, and warned against “American plots” to prevent the formation of the new Iraqi government by Iranian-backed Shiite groups.

“Of the 275 seats in Iraq’s new parliament, 140 will belong to pious Islamists, 60 will be occupied by Kurds with excellent ties with Iran, and 40 will belong to Sunni Arabs, most of whom want a sovereign, Islamist state”, the daily Kayhan’s Saturday editorial noted. “The new government – including the President, the Prime Minister, the cabinet, the armed forces and the judiciary – will emerge from this new assembly”.

Kayhan said the election outcome will “increase pressures, both inside and outside the U.S., on [President George W.] Bush to withdraw American troops from Iraq”. “Bush will have to give in and withdraw the bulk of his forces from Iraq in the next few months”, the daily, which reflects the views of Supreme Leader Ayatollah Ali Khamenei, wrote.

The paper listed the consequences of American withdrawal from Iraq, describing the current situation in Iraq as “the biggest crisis America has faced in recent decades”.

Indonesia deployed thousands of troops to guard churches and places where foreigners gather Friday amid warnings that al-Qaida-linked militants were planning Christmas terror attacks in the world's most populous Muslim nation.

Maj. Gen. Firman Gani, the Jakarta police chief, said Jemaah Islamiyah terrorists might use the holidays to retaliate for the death last month of bomb-making expert Azahari bin Husin, who was gunned down in a police raid.

Azahari's shadowy network is blamed for at least five suicide bombings targeting Western interests since 2002 - including Oct. 1 restaurant attacks on Bali island - that together killed more than 240 people.

It also is accused of Christmas Eve church bombings five years ago that left 19 dead.

Can you imagine a more faithless pursuit than trying to prove the existence of God?

Yet that is what the whole "intelligent design" movement is really about, and it seems to me that people of faith should rejoice at the federal court decision Tuesday forbidding the schools of Dover, Pa., to read a statement touting intelligent design in science classes. The eloquent ruling by U.S. District Judge John E. Jones III is a Christmastime blessing.

"Our conclusion today is that it is unconstitutional to teach ID [intelligent design] as an alternative to evolution in a public school science classroom," Jones wrote in a painstaking, 139-page opinion that probably will set the parameters for future battles over intelligent design around the country. No appeal is expected, because the pro-ID school board members who tried to inject religion into the classroom have already been ousted by voters.

ID is the belief that life forms are too complex to have evolved on their own through natural selection and therefore must have had an intelligence -- so powerful that you would have to call it divine -- guiding their development.

The state of Pennsylvania requires its schools to teach evolution, the theory developed by Charles Darwin that most scholars accept as one of the greatest achievements in the history of science. The Dover school board thought it knew better and required that students be made to listen to a statement proclaiming that evolution "is not a fact" but just a theory, that it contains gaps "for which there is no evidence," and that ID "is an explanation of the origin of life that differs from Darwin's view."

Well, it's true that anything is possible -- before Albert Einstein, who would have believed that time passes infinitesimally more slowly for a passenger on a train than for a farmer standing beside the tracks. But equating evolution with ID is like comparing a mighty fortress to a line in the sand. Someday a new theory of the life sciences may supplant Darwin's, just as Einstein's revolutionary theories supplanted those of Isaac Newton. As Jones carefully and forcefully explains in his ruling, however, ID isn't even science at this point. It's belief.

But the administration has only cited one arrest from the program, the guy who planned to blow up* the Brooklyn Bridge.

Students reported that they believe the Defense Department has been addressing sexual harassment issues at the Air Force Academy in recent years, with 76 percent of female cadets and 85 percent of male cadets saying that they believe sexual harassment has become "less of a problem" there. Three percent of students said the problems have worsened, according to a Pentagon report that is expected to be released today.

Defense officials have been studying sexual harassment and sexual assault in earnest over the past two years, after reports by women at the Air Force Academy of pervasive problems in 2003. Congress has since required surveys and reports, which have noted that military service students encounter about the same extent of sexual harassment as students at civilian colleges and universities.

Still, military officials have expressed concern about the findings and have launched a department-wide effort to prevent and deal with sexual harassment.

The most recent comprehensive survey of students at the three service academies found that, in the 2004-2005 school year, only 6 percent of students experienced sexual assaults, ranging from unwanted touching to rape.

But the survey also found that most female students at the academies were confronted with crude or offensive behavior, that nearly all female students reported dealing with sexist behavior at some point during the school year, and that about 15 percent of all students reported incidents of sexual coercion in which they felt either bribed or threatened into sexual behavior.

The sad, little coal town of Lonaconing used to cheer up just once a year, at Christmastime, when holiday lights brightened Main Street.

Stuck between West Virginia and Pennsylvania in the forgotten western finger of Maryland, Lonaconing's only happiness was the annual colored lights strung by Goodwill Fire Co. But there's no holiday joy this year, because Verizon Maryland Inc. and Allegheny Power conspired to keep the lights off the town's utility poles.

Disgusted locals have only one decoration this year: In protest, town workers have put a giant inflatable Grinch outside the Verizon office.

The yuletide nightmare began way back in July, when Lonaconing's town council decided to replace the old light strings with new lights that met modern safety standards.

A work order was sent to the utility company asking that the power outlets be upgraded, as well.

Instead, the two companies waited until November to deliver a grim message: The lights would not be installed as they had been year in and year out, even during World War II.

Why? It seems the town's effort to replace the old lights and power outlets led the utility companies to "inspect" the system for the first time. Suddenly, the whole arrangement was ruled to be unsafe.

Then Verizon sent a threatening letter to the mayor.

Their orders came from U.S. Ambassador Zalmay Khalilzad. The effort took months and culminated in a day of voting in which Sunni Arabs came out in droves after having boycotted the first parliamentary election a year ago.

The cease-fire period started Dec. 13 and ended Sunday, spanning Thursday's elections. The period passed with no major attacks on Iraqi civilians.

President Bush asserted this week that the news media published a U.S. government leak in 1998 about Osama bin Laden's use of a satellite phone, alerting the al Qaeda leader to government monitoring and prompting him to abandon the device.

The story of the vicious leak that destroyed a valuable intelligence operation was first reported by a best-selling book, validated by the Sept. 11 commission and then repeated by the president.

But it appears to be an urban myth.

The al Qaeda leader's communication to aides via satellite phone had already been reported in 1996 -- and the source of the information was another government, the Taliban, which ruled Afghanistan at the time.

The second time a news organization reported on the satellite phone, the source was bin Laden himself.

Causal effects are hard to prove, but other factors could have persuaded bin Laden to turn off his satellite phone in August 1998. A day earlier, the United States had fired dozens of cruise missiles at his training camps, missing him by hours.

There is at least a prima facie case that these actions by the President, Vice-President and other members of the Bush Administration violate a number of federal laws, including (1) Committing a Fraud against the United States; (2) Making False Statements to Congress; (3) The War Powers Resolution; (4) Misuse of Government Funds; (5) federal laws and international treaties prohibiting torture and cruel, inhuman, and degrading treatment; (6) federal laws concerning retaliating against witnesses and other individuals; and (7) federal laws and regulations concerning leaking and other misuse of intelligence.

While these charges clearly rise to the level of impeachable misconduct, because the Bush Administration and the Republican-controlled Congress have blocked the ability of Members to obtain information directly from the Administration concerning these matters or responding to these charges, more investigatory authority is needed before recommendations can be made regarding specific Articles of Impeachment. As a result, we recommend that Congress establish a select committee with subpoena authority to investigate the misconduct of the Bush Administration with regard to the Iraq war detailed in this Report and report to the Committee on the Judiciary on possible impeachable offenses.

A national network of faith-based groups is making a last minute appeal to moderate Republican senators to turn down Medicaid cuts that would fall most heavily on low-income infants and children.

Bishop Roy Dixon, of the Church of God in Christ and PICO, a national network of 1,000 religious congregations, wrote in a letter today to Senate Majority Leader Frist: "The conference agreement will unnecessarily decrease children's access to health care and increase the number of uninsured children. Protecting the pharmaceutical and insurance industries while asking low income infants and children to cut back on their health care usage or pay access fees they cannot afford is financially shortsighted and inhumane."

Organizations working to expand health care coverage for children are angry at the budget agreement passed by the House of Representatives early Monday morning because it targets poor and low-income children for benefit cuts and new access fees, but drops proposals made by the Senate to reduce overpayments to pharmaceutical companies and HMOs.

The report, titled "The Constitution in Crisis: The Downing Street Minutes and Deception, Manipulation, Torture, Retribution and Coverups in the Iraq War," is slotted to be made available to the public Tuesday.
